Legal Framework of Bilateral Economic Relations

Trade exchanges between Romania and the Czech Republic are based on the following agreements:

1. “Romania-Czech Intergovernmental Agreement concerning goods exchanges and payments for the period 1991-1995”, signed in Brno (Czechoslovakia Republic) on September 11th 1991 and the “Protocol between Government of Romania and Federal Republic of Czechoslovakia regarding the liquidation of mutual debts and commitments pending in payments relations at December 31st 1990 caused on January 1st 1991, by the changes in deduction of convertible currency”. Signed in Brno, Czechoslovakia Republic on September 11th 1991 and entered into force on January 1st 1991. The validity is for 5 years with yearly extension.

2. Agreement for Avoiding the Double Taxation and Prevention of Tax Evasion on tax revenues and capital.
Signed in Bucharest, on November 11th 1993, ratified by L 37/23.06.1994 and entered into force on August 10th 1994, pertinent from January 1st 1995. The validity is indefinite.

3. Agreement concerning the Promotion and Mutual Protection of Investments. Signed in Bucharest on November 8th 1993, ratified by Law 26/13.07.1994 and entered into force on July 28th 1994. The validity is for 10 years with automatic extension.

4. The Central European Free Trade Agreement. Signed in Bucharest on April 12th 1997, ratified by Law 90/29.05.1997 and D 201/30.05.1997 and entered into force on July 1st 1997.

5. Memorandum of Co-operation between Romanian Ministry of Agriculture and Alimentation and Czech Republic Ministry of Agriculture in agricultural fields and alimentary industry. Signed in Bucharest on September 21st 1993.

6. Convention between Government of Romania and Government of Czech Republic regarding the Co-operation in the medical veterinary field (L 564/15.07.1999), entered into force on October 1999.

7. Convention between Government of Romania and Government of Czech Republic regarding the Co-operation in the quarantine’s and protection of plant’s field, entered into force on July 22nd 2000.

8. Memorandum of Co-operation between the Chamber of Commerce and Industry of Romania and the Trade Chamber of the Czech Republic (11.09.1995).

9. Convention between Romanian Commercial Bank and Ceskoslovenska Obchodni Banka AS Praga regarding the credit for supporting the Romanian imports from Czech Republic.

10. Convention regarding the co-operation between General Industrialists' Union of Romania and Industrialists’ Confederation of Czech Republic (21.09.1994).

11. Protocol of Czech-Romania Joint Committee regarding international road transportation, concluded between Romanian and Czech Republic’s Ministries of Transports on October 10th 1996.

Following agreements are under negotiation:

  • Bilateral Agreement regarding mutual employment of labor force;
  • Agreement of co-operation in social assistance;
  • Agreement between Government of Romania and Government of Czech Republic concerning the co-operation in road transports.
